I have stamped the umbrella and the wellington boots on DSP paper in Basic Grey ink, a small pattern or design would be best for this and can be used in any colour combinations you like. I have done some simple masking with this card too.
Punch and cut out the elements, stick the boots and the umbrella hook in position.
Use a post it note to punch the umbrella out and position it on the card, use the rain drops Stamp over and around the post it then remove I have used Barmy Blue Ink for this.
Place your stamped umbrella in the same position, I added dimensions to give this effect
If you are not raising the umbrella then stick the stamped image down put the Post it on top then stamp and remove, this will do the same
Finally a have shaded the area around the wellington boots to create a puddle, stamped the sentiment and used a coordinating DSP for the mat

I love making tags and the Tag Topper Punch is excellent for doing this and you can coordination your card and the tag. I have stamped in Memento ink and used Alcohol markers to colour the flowers with a sentiment in the middle and a ribbon

This is a pretty card using the same technique of stamping on patterned paper, the wellington boots are shaded with Barmy Blue and the cute flowers are coloured with Stampin` Write Markers
The mat is the same DSP paper and the sentiment is from the Dressed to Impress stamp set
As it it coming up to mothers day I have used this sentiment but this can easily be for birthday etc.

My Final card is again stamping on the patterned paper but I have used a different umbrella and stamped the flowers in Memento Ink and used the Stampin` Blends to colour them, picking out similar colours as in the patterned paper and then framed the card with a couple of layered mats, in Mint Macaroon DSP and card stock
